Zelensky has signed the 2025 budget.

Overall, expenditures for the upcoming year are projected to reach 3.6 trillion UAH, while revenues are estimated at 2.05 trillion UAH.

President Volodymyr Zelensky signed the law on the state budget for 2025.

As previously reported by Prime Minister Denys Shmyhal, expenditures for education will amount to nearly 199 billion UAH, while healthcare will receive 217 billion UAH. Significant modernization and development projects are planned in both sectors. A total of 10.7 billion UAH is allocated for the renovation of medical facilities, procurement of modern equipment, and the establishment of rehabilitation centers. An additional 17.5 billion UAH is earmarked for the modernization of educational institutions and the installation of shelters.

According to the Prime Minister, the total expenditures for the upcoming year are projected at 3.6 trillion UAH, with revenues estimated at 2.05 trillion UAH.

“Support for citizens is the second priority of this budget. In March, pension indexing is planned. Overall, nearly 421 billion UAH is allocated for social assistance programs,” he added.

It is worth noting that the budget for 2025 includes a deficit of 1 trillion 640.6 billion UAH (with revenues of 2 trillion 339 billion UAH and expenditures of 3 trillion 941 billion UAH). The deficit will be covered by international assistance.

Before the second reading, budget expenditures were increased by 50 billion UAH, of which:

  • 24 billion UAH is allocated for education – 12 billion UAH for teacher bonuses and investment projects in the education sector;
  • 6.3 billion UAH – for healthcare;
  • 5 billion UAH – for veteran support.
  • The road fund for 2025 will not be financed, but 12.6 billion UAH is allocated in the draft state budget for repairs of sections crucial for defense and the functioning of the state's economy.

At the same time, as previously reported by the Ministry of Finance, revenues that were previously directed to the special fund amounting to 43.2 billion UAH for financing the State Road Fund have now been fully transferred to the general fund of the budget.

The department clarified that an additional 1 billion UAH has been allocated for the development of weapons and military equipment for the Ministry of Defense and the Main Intelligence Directorate of the Ministry of Defense. At the same time, funding for the General Prosecutor's Office has been cut by 1.2 billion UAH.

500 million UAH is provided for supporting the defense industry, specifically for subsidizing loans to enterprises. An additional 646 million UAH has been allocated to the Ministry of Health, including 500 million UAH for the reimbursement of medications for the treatment of cardiovascular and neurological diseases.

The Ministry of Culture and Strategic Communications has been granted an additional 488.4 million UAH, of which 200 million UAH is directed towards strategic communication projects and promoting a positive image of Ukraine abroad. Additionally, 150 million UAH is allocated to support Ukrainians abroad and facilitate their return to Ukraine through the activities of the Ukrainian Unity Agency under the Ministry of Economy.

Expenditures for the Ministry of Social Policy have been increased by more than 1.4 billion UAH, including:

  • 1 billion UAH – for assistance to internally displaced persons;
  • 102.2 million UAH – for cloud resources for digital technologies;
  • 328.6 million UAH – for daytime care services for children with disabilities.

An additional 1 billion UAH in the draft state budget is allocated for supporting animal husbandry and processing agricultural products.

Another 1 billion UAH is intended for the implementation of investment projects through the State Regional Development Fund and for restoration works in Kharkiv.

In order to provide compensation for destroyed housing, 3 billion UAH is allocated, while 1 billion UAH is designated for damaged property.

The budget also includes the decision of the Strategic Investment Council to allocate 36.4 billion UAH for the implementation of priority areas for public investments, including:

  • 11.8 billion UAH – for education;
  • 8 billion UAH – for water supply;
  • 6 billion UAH – for social protection;
  • 5.6 billion UAH – for healthcare;
  • 4.4 billion UAH – for transportation;
  • 502 million UAH – for public administration;
  • 70 million UAH – for cultural projects, including the construction of shelters.

Social standards: the minimum wage and the subsistence minimum will remain at the level of December 2024. The budget also outlines a new model for managing public investment projects with a distribution plan of 25 billion UAH for 2025.

The budget law contains provisions for pension reform. By July 1, 2025, the Cabinet of Ministers must submit draft laws regarding the establishment of unified approaches for recalculating pensions awarded under "special" laws. It should be noted that pension indexing will take place starting March 1, 2025.

The forecast for financing the state budget for 2025 anticipates a reduction in the deficit to 19.4% of GDP (compared to 20.6% in the current budget law for 2024).
