The Ministry of Justice has completed the restoration of state registers following the largest cyberattack by the Russians. An internal investigation is underway.
Vice Prime Minister for European and Euro-Atlantic Integration, Olha Stefanishyna, shared this information on Facebook reported.
“The infrastructure of state registers has been restored after the most extensive cyberattack from the Russians. This means that the state registers are once again ready to operate. The Russians did not achieve their goal. Step by step, we have restored key registers for notaries, followed by the Civil Registry Office, the Unified State Register, and now the work on restoring the last part of the registers has been completed,” wrote Stefanishyna.
According to her, the final step has already taken place – the updating of data entered during the recovery period, which is currently being worked on by specialists from the executive service and private executors. She noted that the data of Ukrainians has not been lost.
The cyberattack also influenced the implementation of systemic changes, as stated in the announcement.
The first change is accountability. Cooperation with the head of the State Enterprise “National Information Systems” has been terminated. The criminal proceedings initiated immediately after the attack are still ongoing. An audit of NAIS has also been conducted. Additionally, an internal investigation is still in progress.
The second change is the strengthening of protection. The Verkhovna Rada has supported in the first reading Bill No. 11290. Therefore, a professional network of cybersecurity specialists will be created in all government institutions that process important data of Ukrainians.
Stefanishyna noted that this will be part of a “Pentagon for state registers,” but it is just one aspect of the strengthening plan.
The third change is international cooperation. Experience from partners will be utilized, and appropriate expertise will be conducted.
